I think its both. I think she has her subjects in mind, but sees to it through evil means. Hence still technically making her a total villain, even if she cares for those who she leads/rules.

well maybe she wasnt the nicest pony but i dont think she should have gotten the treatment she got in the episode
in the episdoe rarity,rainbow dash,and applejack pretty are saying she a bad pony just because she boasting about her talents but trixie suppose to boast her talents it really her job if they dont like it leave
